The command is: execute @e[type=item,name=dirt] ~ ~ ~ testforblock ~ ~ ~ mob_spawner 0

Which version of the game are you using?
I’m on Minecraft bedrock Edition on version 1.10
I'm not sure what you're trying to accomplish here, since that command would check if a dropped piece of dirt is in the same block as a mob spawner, which is not possible. If you're trying to check if it's on top of one then the command
/execute @e[type=item,name=dirt] ~ ~ ~ testforblock ~ ~-1 ~ mob_spawner 0
seems to work
