To me this looks like a combination of two standard circuits [1st) a piston controlled directly by the redstone dust line, 2nd) a piston powered through an inverter (the RS torch)]. I don't know that the combination has any particular name.
I make no claim to originallity, but have used something very similar in the past to switch a zombie spawner kill station from entity cramming to player kill modes. (In my early models, moving the slab that prevented the mobs falling into the entity cramming area created a 1x1 opening that could allow chuckies to escape – unless another block was moved to seal it. Two sticky pistons controlled by the same circuit with only one being powered at a given time was the obvious solution… until I realiized a slight redesign could avoid the issue. )
It is not clear from the posted video what use you are making of the depicted; while I strongly doubt the circuitry can be claimed as original, it might be that you have hit upon a novel use for the arrangement…
